New York Mobile Notary Service provides our clients with document retrieval of vital records. Vital records include Birth Certificates, Death Certificates, Marriage Certificates, and Divorce Decrees.  Our service retrieves vital records for the 5 boroughs (Brooklyn, Queens, Manhattan, Bronx and Staten Island) as well as vital records throughout the State of New York.  Vital records are necessary to complete dossiers for adoptions, visa applications, job transfers etc.  When a vital record needs to be apostilled or legalized, in many cases time is a crucial factor, as the document in the appropriate format must be retrieved and then certified.  In all cases, New York Mobile can assist in the process, procuring the correct documents in the acceptable format, in a timely manner. 

Our Vital Document Retrieval Service offers the following benefits:

Reduce the margin for error- Vital Records need to be in the correct format to be apostilled or legalized.  If the document is in the wrong format or missing the supporting “seals, indicia’s or letters of exemplification, it can not be certified for international use.

For all others, please utilize the information below as a guide so we can assist you with the procurement of vital records emanating from New York City.  In addition, we mention the common mistakes or erroneous information which can lead to document rejection:

Birth Certificates:  In order to obtain a birth certificate for apostille or legalization purposes the individual must have been born in the 5 boroughs after 1910 to present. 

The required form of birth certificate is called a “long form” certificate.  It is 8.5’ x 11’ long and is accompanied by a “letter of exemplification”.   The long form birth certificate is a certified copy of the original, and the letter of exemplification accompanies this document, detailing that this copy came from Department of Vital Records. 

Please note:  The original issued birth certificates are in short form along with photocopies of original certificates are unacceptable. The birth certificate must be in long form with the letter of exemplification.

The cost per document is $15 along with a service fee to New York Mobile Notary Service.  We always recommend retrieving a 2nd certified copy for future reference, just in case.

Death Certificates:  In order to obtain a death certificate for apostille or legalization purposes the individual must have died after the year 1949.  Similar to Birth Certificates, the acceptable form has to be a “long form (view sample), full page (8.5’ x 11’ in length) accompanied with a “letter of exemplification (view Sample)”.  All other forms including originals and/or copies of originals are unacceptable for apostille or legalization purposes.  The long form birth certificate is a certified copy of the original and the letter of exemplification accompanies this document detailing that this copy came from Department of Vital Records.  The cost per document is $15 along with a service fee to New York Mobile Notary Service.  We always recommend retrieving a 2nd certified copy for future reference just in case.

Unlike Birth Certificates though a death certificate can not be retrieved on an expedited basis, regardless of the situation although by New York Mobile Hand Delivering the application and physically picking up the certificate shaves time off the process.  Please allow about 2-3 weeks for the death certificate to be processed and returned.

Marriage Certificates:  In order to obtain a marriage certificate for apostille or legalization purposes, the marriage must have taken place over the last 50 years.  The marriage certificate must be a certified copy issued by the marriage bureau.  There is no accompanying letter of exemplification.  The newly issued certificate must contain a multi colored indicia, or seal, along with the Signature of the County Clerk.  All other forms including originals and/or copies of originals are unacceptable for apostille or legalization purposes.  An example of the Certified Marriage Certificate can be seen by clicking on the underlined key word “Certified Marriage Certificate”.  New York Mobile notary can retrieve these documents within a 2 day time frame.  The cost per document is $10 along with a service fee to New York Mobile Notary Service.  We always recommend retrieving a 2nd certified copy for future reference just in case.

Divorce Decree:  In order to obtain a divorce decree for apostille or legalization purposes one or both parties on the divorce decree must authorize New York Mobile Notary Service to request a search on their behalf with the County Clerk in the County where the decree was filed.  The cost for the Certified Copy is $8 per copy along with a service fee to New York Mobile Notary Service.  We always recommend retrieving a 2nd Certified Copy for future reference just in case.  The Certified Copy is differentiated from any other version of the divorce decree by the seal and indicia which can be found at the end of the document.

Retrieval of Judgments
For judgments which need to be apostilled or legalized.  New York Mobile Notary Service can retrieve these documents as well.  Since judgments are public information, we do not need any type of permission.  What is helpful is the index number of the judgment and the county where it is filed.  The cost to procure a judgment is $8 per judgment and $.20 cents a copy along with a service fee to New York Mobile Notary Service 

Educational Documents including Diplomas and Transcripts.

Although Educational Documents including diplomas or transcripts are not Vital Records issued by a City or State Agency, New York Mobile processes these type documents on a regular basis.  From middle schools, high schools, colleges, universities, graduate schools, religious institutions etc. we have handled these type transactions for over 8 years.  We have developed long standing working relationships with most academic institution throughout New York State and can assist in expediting the process. 

The official policy regarding these type documents as it reads on the New York State Department of State website is as follows:

Education documents (transcripts, diplomas or certificates) must be obtained from an official of the school, college or university who must certify that the document is an official record or a true copy of the original document. The official's signature must be notarized by a notary public. The document must then be presented to the County Clerk's Office in the county where the notary public is qualified to certify the signature of the notary public. The document can then be presented to the New York State Department of State for authentication.

This means that the Bursars Office, Registrars Office or the Division of the Learning Institution which handles academic documents must issue a “Certified Copy”.  This certified copy must be accompanied by a stamp, seal, letter with a signature of the school official designated to administer certified copies.  He/she must make a declaration that the educational certificate was issued by the school facility and be written on easily identifiable school stationery.  The verbiage on this document must include a venue and a affidavit/jurat statement in accordance with the rules and regulations of the New York County Clerk.

As mentioned, New York Mobile Notary Service can assist in the procurement of certified educational documents.  We can arrange to travel to the learning institution ourselves providing the required verbiage and notarizing the designated school officials signature, or assist via phone, mail or fax with the designated school official.  To complete this task we need a notarized letter by the student giving us permission to act on their behalf.  The acceptable format for the schools certification along with our permission form are available upon request.  In either case the required measures will be taken to procure the acceptable documents for apostille and legalization purposes.

Please note that shortcuts or cutting corners to this process including the photocopying of originals or notarizing copies without the school official’s declaration or signature will be rejected by most county clerks upon authentication.  Also the recipient organization does not have proof positive that the documents were not altered and will probably reject them as well.   So it is imperative that educational documents are completed properly in conformity with the existing rules and regulations of the New York State Department of State. 

When schools are located in anther state besides New York

Oftentimes certified educational documents are needed for apostille and legalization purposes from education institutions located outside New York State. In these cases please check with the recipient of the apostilled and legalized educational documents. Often times they will require the documents to be certified by the school and apostilled in that particular state.  In these instances we can help expedite the entire process.  Also the recipient of the apostilles may allow the student or impartial third party to sign an affidavit stating the educational documents are originals or certified copies and that affidavit can be notarized, authenticated, certified and apostilled in New York.  We have developed approved for this scenario.  In any case New York Mobile can be of assistance.  Whichever method ultimately is chosen is dependent on the requester of the certified educational documents in the country where they are ultimately being recorded.  A written instrument detailing the approved method should be on kept on file on the part of the student whose documents are being certified.
